Well, in the Narutoverse the winner wins... and typically the loser used their best jutsu as they went down. BUT the winner didn't necessarily use their best... they used enough to win and stopped there. Why risk letting a future enemy hearing rumors of your ultimate jutsu so they could prepare a counter? This is how the Narutoverse works.

The first hokage can still be viewed as an unknown if viewed in this manner. He may still have an ace up his sleeve he has never had to pull out in order to secure victory. How can we know that he doesn't?

As we have seen in Manga ,Currently Madara is Stronger than Hashirama but that dosen't mean that he can win ,only plot wil decide the winner................
