Well it depends on what ninjutsu parts you're talking about, like handseals and all those jazz U_U. Oh and ninjutsu stands for ninja techniques, I believe lol

Chakra- Chakra is the basic of all basics. It is like fuel for ninjas and is required to perform most ninja techniques, especially elemental techniques. Chakra also reflects how much energy one ninja has left. If a ninja has high chakra reserves, it means they have more room to perform techniques that are stronger or techniques in general.

Ninjutsu- It is ninja techniques. It ranges from simple ninjutsu techniques such as the substitution technique to a complex one like the rasengan. Most simpler ninjutsu are used to evade and dodge attacks that they wouldn't usually be able to. It mostly relies on hand signs, so the hand signs could mold the chakra in such a way that it would allow them to perform a specific technique.

Elemental Ninjutsu- Techniques that are like ninjutsu, but have one of the 5 elements with it. (fire earth water lightning wind.) These use nature transformation in the chakra so that they can change the nature of their chakra and shape manipulation to shape the expelled element. Some require hand signs to mold chakra and perform a specific technique while others done.

no. it isn't

you can defend a jutsu but not provide pressure and just attack. You can counter which can defend and attack at the sametime. Totally different.

Attacking is not performing the jutsu
more or less how you would go about using the jutsu

Description: This technique allows the user to take a small chunk of rock and turn it into the shape of a staff. The user can then use it as a melee weapon or throw it with pinpoint accuracy at their opponent. A variation of this technique allows the user to create several staffs and launch them at the target, but with less accuracy.

(Doton No Jutsu) - Earth Release Technique

Now this jutsu is used often, eventhough it’s only D ranked jutsu, you can use it to evade incoming jutsu’s, block projectiles and use it to attack if you needed to. Also a mid range jutsu, therefore you could use it to launch your opponent in the air.​

You are making a cane out of rock. Use shape manipulation to accomplish this. Nothing more, nothing less.​
