tsuchikage said muu passed the secret of dust release and that dust is made by combining earth,fire, and wind.no one said it was a kekkei genkai and tsuchikage muu passed him the secret so it most not be a kekkei genkai.also jiaraiya used oil which isn't an element maybe dust release can be used by sages with out having fire,wind, and earth since shima used dust release while in sage mode.or shima could have earth,wind, and fire and know the secrets of dust release.she has been shown using fire and wind maybe she got earth too and combine them.kakashi got 3 elements so shima can too.
so what do you think is dust release a kekkei genkai,secret,or also a sage technique like jiaraiya's oil.

Yes because every translation is reliable. She uses WIND to blow the dirt up from the ground and make a dust CLOUD, the name of the jutsu is Sage art: Dust cloud but shes using wind style, since shes in sage mode it's sage art.

It is not Dust release. the only two people who can use dust release are Muu and Onoki.

remember shima is 800 years old. tsuchikage got better with age so imagine how epic shima's dust techniques are

Why are you so fixated on her being able to use dust release, when she can't? In the anime she blew wind out of her mouth at the ground and sand flew into the air creating a dust cloud.

-Muu and Onoki use Detachment of the Primitive World Technique, where they create a shape like a cone, cube or cylinder that grows in the palms of the users hand and then is launched toward the target.
-When it comes in target it traps it inside the shape and explodes leaving nothing behind but dust.
-The size of the shape can change to the users liking. And if two of the similar techs collide the blast radius increases in size and becomes gigantic

With Shima's tech none of these things happen, all that happened was a dust cloud like the name suggests. If Shima had Dust release everyone in that dust cloud we be killed and turned to dust

Yes, I'm fully aware of that, as I'm also away all we know so far is there is one dust release technique no others have been revealed and if there are no others someone hasn't discovered them yet therefore there is only one dust release technique.
