- Hmm, Lets start with the obvious, easy peasy part, it is that the range of the technique is Medium. Most of the low ranked technique that you come across are short range and get neglected, but having power over the medium range which is the most widely used range in the NB RP system, it gives you the advantage of initiating the jutsu almost anywhere as long as the opponent is not too far away from you (meaning; is not at long range).
- The other obvious thing you will notice is what I call the annoyance of a technique. How much can it annoy your opponent or make it fun for you. It is the sticky part, the technique is able to bind the opponent covering him or her in a sticky thick glue-ish material, open for further attack combinations provided by the user. This technique cannot only help you bind the opponent but also force them to perform certain actions, as you already stated they are left with three choices, and all of those choices requires at-least the use of ONE jutsu space of the opponent's move given that they don't have any weird ability.
- Not only does the stickiness annoying, the annoyance last for two turns, the opponent stays binded for two turns if caught or either way the technique keeps on going for another turn. With the first use the opponent might be able to get away, but you can force them to be back to the same spot by using the technique efficiently. That is not the only thing, since it covers mid-range it can be used to bind multiple opponents as I see. So if you are in a dual battle or squad battles, or any battle that has more participants than the usual two, you can take advantage of using one low ranked, medium ranged technique against multiple opponents.
Combinations-strategies An awesome strategy with this technique is a genjutsu that allows you to take over the surroundings. If you are manage to fake the surroundings or blind the opponent this technique will really give you two advantages, one; use of lightning will be limited due to the water content in the rain, two; there will be two binding jutsus (a genjutsu, and this rain jutsu) to be taken care of before the opponent does any movements, so there is a good chance that the third jutsu with these two combination jutsu can be a very strong jutsu to eradicate your opponent.
- Okay so, first is you have to be really careful when and how to use this technique, reason being you don't really want yourself to be caught in the stickiness. It might be a bad idea to perform a technique in a certain range and then jump over to that range getting trapped and yet open for pretty much all attacks.
- Second will be to make sure that the before you perform this technique you first take care of your opponent's actions. If they are caught off guard or do not have much time to counter this technique then it will most probably be more successful otherwise it is much easier to avoid this technique by some sort of shelter or range change. Since it is not long range technique the opponent might easily switch ranges before the rain even get to them, but a smart thing will be to cover long range first and then use this technique.
- Lastly, this technique does require some sort of pre-precipitation to be successful quickly, other wise like you said you will have to infuse your chakra in the water before really manipulating it to form think glue substance.
Ways to counter this technique Some basic ways to counter this jutsu are; range change, a strong wind or rain jutsu to take over clouds and clear the sky, and or a protective jutsu to shelter yourself for two turns.
"That was again a freaking long talk. ~.~ Now comes the hard part..." Blizzard moves to the center of battlefield, extending his arms outwards to allow him to extend his chakra and leak it to the surroundings, once taking control of most of the rain particles/water particles, Blizzard continues to fuse more and more chakra in them, the water gets thicker and thicker every passing second, and as it drops its content keeps changing. Within few seconds the rain turns so thick that wherever it falls it leaves a thick squishy glueyy material covering the surface. The plants starts to bend from their original position. Knowing that he has mastered this technique devious thoughts take over Blizzard's mind..."Hehehe..." He changes the constitution of water molecules above feng pouring the gluey material onto him, laughing while he pointed towards the now soaked peer.
