Rain huh? That sure brings back good memories.. our lovable Tokukage taught me rain and now I will pass on that knowledge onto you guys.
Very well then, I would like you and prof saru to tell the me the following in your own words without reading any kind of scrolls(wikipedia)

Blizzard takes a seat on a stone and hears the questions attentively as Mathias, his new sensei announces them to both him and his fellow student Professor Sarutobi. He then drops his head a bit thinking about the questions while drawing mind maps on the ground with the help of a small wooden stick fallen from the maple tree branch that was right behind them. The tree leaves were already red, due to the change in weather. Thinking about weather he went into another trail of thought which provided him with complete understanding of what he was about to say.
Blizzard: Rain you ask, well I will start of with basic explanation, Rain is precipitation. It is when the water around the specific area changes its states due to temperature or pressure and turns it self into vapors. Once this happens the vapors rises in the air reaching a certain height where temperature is colder than normal, that is where it condenses to form clouds, clouds being a mere container of water droplets, which when filled pours down all the droplets in a shape of rain. In this description we learned to most basic things about rain, which are it requires temperature changes and water to be formed. In our ninja world, water can easily be provided by the ninjas who have mastered the magnificent water element. And to cause temperature changes one tends to use another amazing element known as wind. A shinobi who possess both of these assets are able to form rain, how? [Typical Rain Jutsu] First we release water chakra in the sky, as water chakra is still inform of pure water it needs some changes to take the property of rain/precipitation. Adding wind will allow us to acquire that property. But mind you Rain element is not the only one that is made like so, ice also uses the same logic, but since the temperature is lowered to 0 degree celcius or even lower it freezes the water creating ice. When creating rain you have to make sure to have such a temperature that the water will ONLY condense into rain and not go any lower.
He gets up from the rock and starts strolling, while announcing the next answer.
Blizzard: Now we move on to weaknesses and strengths that could be used against or with rain element. Rain is weak to Earth, the simple logic is that solid earth can easily take on any kind of rain, because of it being mere water. If it is droplets it will most likely be absorbed over time, if it is pressure incorporated Rain jutsu, it will be taken straight on with the strength of earth element. Other than Earth a very effective element against rain will be wind, like I explained earlier, wind can change temperatures rendering Rain's property useless, it can not only do that but also blow away the clouds making almost impossible for the condensation to take place. As for what it strong against, easy answer will be Fire. Fire can be put out by water which basically rain is, and thus it explains why fire would be weak against rain. Other than those, an extra info would be water being neutral to rain as it is basically the same thing with the subtraction of wind element, and lightning being hazardous to rain, it will likely to shock you.
He then starts thinking about the other questions, taping a finger on his forehead.
Blizzard: hmmm.... anime guys, they will be Nagato?
Blizzard: Well the other two questions are quite basic, so I will be quick. Chakra is the energy that exists inside a shinobi, a shinobi can further harness that to reveal the five basic types of chakra; fire, wind, water, earth and lightning. The chakra allows shinobi to unlock a supernatural mean of fighting and protecting or attaining the things he/she love. Ninjutsu on the other hand is the use of THAT basic chakra to create techniques a ninja may use. It includes many weapon techniques, summonings, ink, scrolls, etc.

• What is Rain
Rain in the RP is the combination of water and wind chakra to control the water drops falling from rain clouds, manipulating the.clouds or changing the density, shape and movement of the rain. Rain overall is water vapors rising up and forming into clouds before eventually releasing the water again in the form of droplets.
Rain can be produced in a couple ways. Heating up the atmosphere with fire jutsu, directly forming clouds with wind chakra (severing pressure) or using water jutsu to cause it to rain (rain tiger at will)
• What are its weaknesses and strengths
Being based in water it shares the weakness to Earth release due to earth's solid form resisting water's liquid form.
In the rain form, Wind is also an effectivly stronger element because the water is in small amounts in the air making it susceptible to being redirected with wind currents or drawn into a tornado or scattered about.
As it is still water it is still strong to fire and neutral to itself and lightning (though the useof lightning can be dangerous due to water's conductivity. A rainy terrain makes it more deadly as you will almost surely be soaked from head to toe.

Nagato uzumaki was the only one shown to use Rain I believe.
• What is Chakra
Chakra of course is the combination of physical and spiritual energy that is found in all life. The control and use of this unlocks superhuman abilities such as walking on water, smashing boulders with a single blow, running on walls and control of the elements.
• What is Ninjutsu
The control and use of chakra to wield the elements, perform superhuman feats, enhance your body, heal at massive rate etc. Chakra is controlled and made into ninjutsu through shape and elemental manipulation (making chakra take certain shapes or take on the properties of fire/water/wind/earth/lightning
• What is Rain

Now, I would like you guys to sit down and meditate for a few hours.
*Mathias swiftly waves a few hand seals and shortly after makes it rain.*
Think about the rain, be one with the rain, try to mimic your chakra with the rain.
Blizzard: One with rain... hmmm, interesting. I guess I will need a lone time for the meditation.
*Blizzard walks away from the site, finding a perfect spot. The area was amazingly beautiful, another one of the maple trees that grew around the training field sprouted out from a bare land that rested in the middle of the lake. The leaves of tree turned blood red, the sight of the tree reflected bloodshed, war, hatred, tears, pain... all described in one weather; rain. He takes a seat on that limited spaced ground, crossed his legs and uses his hands to form a Bird → Rat → Ox → Monkey → Rat → Snake hand-seals. For the starters he decides to actually experience the feeling in being with the Rain, he remembers one of the jutsu that he learned was "Rain Tiger at Will" using just Suiton element but close to the actual feeling of rain.*

*As the rain droplets starts to fall, Blizzard makes a tiger hand-seal just to form a meditating posture. He closes his eyes cutting off the sight, one of the necessity, yet the biggest distraction. Then he thinks just about the element he was commanded to be one with, Rain... As soon as the he tries to meditate, the vision in his brain gets darker, and as the droplets of the rain are blocked by the maple leaves the meditation becomes harder. He had no vision that will lead him to really conquering the element, as the distress was growing, one of the droplets escapes the leaves, heading straight down for his bare skin on the cheeks. In that pitch black vision of meditation he now felt a droplet creating ripples of light with the dark. He repeats in his mind;*
Blizzard: One with rain..? Mighty element grant me the control over your essence.
*Soon, after another few seconds he consecutively feels more droplets of rain escaping the branches, leaves and other obstructions of the tree and reaching the core of his heart, the more ripples they form his mind opens more to the element, as is someone was descending the power into him. Sitting there he lets himself sink in that water created in the mind by the droplets, the deeper he goes the stronger the feeling becomes...*
Blizzard: Hours have passed ~ Is this what being one with Rain means?
