Condition: Sasuke never obtains the MS after defeating Itachi (he has 3T), but instead gets his CS upgraded to full DSM instead. DSM Sasuke has true wings, as well as all the stat boosts DSM Kabuto got. Sasuke gets white rage and muki tensei, but doesn't have edo tensei or anyone of the sound 5 abilities. Sasuke also gets to keep all the powers he had from Orochimaru during his hebi days (except for eight branches).

Edit: Sasuke's DSM lasts for 30 minutes before running out.

-Beats Kakashi. Muki Tensei can block LoS for Kamui and take Kakashi out at the same time.

-Beats Naruto. The only thing he needs to watch out for is Oodama+ sized Rasengan. He can match regular Rasengan, and Muki Tensei is dangerous. Even if it can't pierce Naruto (which it can :lol) it can bind him allowing Sasuke to strike him and kill him while he's immobilized.

-Beats Onoki. Raiton>Most of his Doton defenses and offenses. Sasuke can fight in the air as well and he can dodge Jinton due to Sage Mode and his enhanced speed. Kabuto wasn't even on Sasuke's speed tier before he got SM and he was able to avoid Susanoo Arrow from close range let alone when someone like Sasuke gets it.

-Beats Konoha 11. No explanation necessary.

-Beats War Naruto the same way he beats Pain Naruto. His larger FRS leave him open to Muki Tensei and everything else is the same.

-Beats Kisame due to Muki Tensei. If push comes to shove it allows him to prep Kirin if people want to argue that Muki Tensei can't offensively harm Kisamehada. Not to mention his water is inorganic.

-Might beat Ay. Kabuto is inferior to Sasuke in all forms of speed and his feats against the Uchiha Bros let him react to top speed Ay. Sasuke would be faster than that. Muki Tensei won't pierce Ay when Chidori can only leave a flesh wound, but it'd allow him to create openings to hit Ay, but if Ay attacks him with a Karate Chop he won't block it considering it can rip through Susanoo, so Ay probably wins unless Sasuke is fast enough to meet Ay's attacks with a Chidori.

-Loses to Minato pretty easily. White Rage is useless as it paralyzes Sasuke as well and he can't react to a back attack Hiraishin blitz nor does he have Orochimaru's body type or any special regen outside of Oral Rebirth, which uses too much chakra. Then we have the fact that his Sage Mode has a time limit and he has no clones to gather for him once it's over.

-Gai shits on him.

-KCM Naruto shits on him.

-Sasuke is Kabuto-. He gets pooped on.

The gauntlet stops at fence sitter. Particle style is simply too powerful, and it definitely does not favor Sasuke - a close-medium range fighter. Particle style will probably catch him by surprise, and take him entirely or a wing or two. By the time he is grounded, Sasuke will most likely lose due to the inability to reach Ohnoki, as Ohnoki can levitate. His only hope after being grounded is to cast a white rage and try to land the fence sitter.
