Well water absorbs sound and vibration right? Kisame can form water prisons around himself and Itachi to counter White Rage or Mugen Onsa which are the real threats to Itachi here.

First off, if the Intel is just manga then Kisame wouldn't know what Hakugeki does. Second, I'm not confident that water prison can stop the blinding light and paralyzingly sound.. The sound waves penetrated through Susano'o and made Sasuke feel as if his bones were grinding against each other. The waves could go through the water and still effect Kisame.

The blinding light isn't an issue for Kisame because Samehada can sense. Sound waves penetratin through Susanoo doesn't mean much since people have held conversations with Susanoo active and if they could hear people talk then soundwaves from people's voices just go through Susanoo.

Still I think kabuto wins high difficulty.
