Well, since Hakugeki isn't an option I'm leaning toward Minato and Tobirama.

Initially I would have said Kabuto, but now that I think about it, I don't see how he wins, especially given all the restrictions. Two guys constantly blitzing at instantaneous speeds all over the place and being able to mark each other alone will give Kabuto problems. All that needs to happen is marking Kabuto which one of them should be able to do with a distraction from the other and then the match is over. The only person to react to FTG at all was Madara in his Jinchuriki state (and against Tobirama utilizing Hashirama's Sage Mode) and he didn't even actually react to FTG itself, only the attack that followed.

FTG duo wins. Minato summons Bunta, who pours oil all over Kabuto's liquefied body (unless he wants to get blitzed from Rama), and a paper bomb lights that shit on fire. Oil + Fire > Water.

The duo win, only Kabuto's Genjutsu will be troubling, but it can be cleared out. Since sound-waves need medium to travel, by destroying the cave via summoning a toad to clear it up. Opened on air without medium source, the Genjutsu becomes useless. That being established, the duo should beat everything else Kabuto has to offer with their FTG combination and teamwork.

Only reason Kabuto on his level is with Edo tensei, meaning relying on others to fight for him. And even then, it doesn't guarantee his own safety.

Don't see any of them marking him though. He has the ability to use Kimimaro's bones like

His snakes have dodged a Susano arrow from close range, he shouldn't have any difficulty reacting to their attacks unless he's marker, and even then he can defend with Yin healing, White snake healing, Uzumaki healing while also being capable of getting a new body immediately. Not to mention, he has the ability to block out chakra substances from his body [

] if he chooses to use Kidomaru's DNA, meaning rasengan's are useless, scratching him at most. I believe Kabuto takes this with his poison though, once Oro's form is cut as they have no intel on its poisonous exertion. If by the odd chance, Kabuto does get tagged and hit, he will know of their abilities, heal, and then counter by having his snakes constantly guarding the marked area, and they will do so well, as they have caught a point blank Kusanagi throw from Sasuke and dodged his Susano arrow, can telepathically communicate with Kabuto, and grow by a mere hand seal.

And manda 2 would matter since tobirmaa would be unable to mark him if kabuto uses it.
And the summon would just allow kabuto to finish him

And regardless of how fast tobirama is. He can't hurt kabuto whereas the latter most certainly can
