No all he did was get handed some of Narutos chakra and he only carried the Rasengan not form it or keep it stable Naruto did all that all those other bunks had to do was take the Rasengan and hit Jyubito with it... Saying Lee can use chakra is like saying Krillin do a spirit bomb just because he threw it.
