I believe their Susano'o are equal, so I don't see it as stupid. There's also nothing to suggest that he has more chakra, nor can he utilize Indra's Arrow since he doesn't have the tailed beasts.

How is none Juubi Madara Susanoo equal to RC Sasuke Susanoo? Considering he has Hagoromo chakra 50% of it at that im pretty sure he has more chakra. Indra's arrow doesn't have Bijuu chakra in it so stop with the none-sense. ​

Because Madara's base chakra is similar to Hagoromo's(he generates Indra + Ashura), and then he can infuse it with Hashirama's Sage Mode. While Sasuke does have 50% of Hagoromo's chakra, that's all he has. After being left to die, he became nearly depleted and was restored by so. You said it was for the Rinnegan only. That's essentially saying he can't use it for anything else, even though it's his own chakra. Indra is the god of lightning, and the technique must have some lightning in it, but it also used the tailed beasts chakra to become so powerful. By suggesting this, and the fact Sasuke had no time to train the technique, that means Madara could copy the technique since he is/was Indra's reincarnation.

His speed didn't seem to increase to me, besides the use of Amenotejikara. Nothing appeared to be improved. Just additions. The only one Madara not receiving being sage chakra to produce Black Chidori. If Indra's Arrow was pure lightning, then I would have to agree with Madara not being able to use it.
