That may be so, but I don't believe enough evidence has been shown to fully iterate such a conclusion. Madara however, never had to ability to reach a prime state with his early departure with the Samsara Eye. Thus, your theory may have some solidity to it.

If you think about it, it took Akatsuki more than a decade to begin hunting and extracting Bijuus, why not start immediately? It is as if they are waiting for something.

If Nagato took all those years to master the Rinnegan to use Rinne Tensei Rebirth then why can Obito use it immediately? Why was he so proficient in controlling the Gedo Mazou without training to use it? So to me its not a matter of training to use the Rinnegan, its a matter of unlocking its' powers, which I think Nagato did.

This has got me thinking.

I doubt they were waiting for Naruto to grow up before extracting Kurama from him, seeing as there was a Jinchuuriki that was barely 5 years old, and I also doubt that the Akatsuki can't identify him as Kurama's Jin, since he uses the surname of the two previous Kurama Jins: Mito and Kushina, it just doesn't add up why they waited so long to begin the Eye of the Moon Plan, unless, the Rinnegan was not fully awakened yet and the Nine Phantom Dragons of the Gedo Mazou was still unavailable then to extract Bijuus

I want to assume that The Rinnegan wasn't fully awakened. Thus, it most likely couldn't perform the advanced techniques it's been shown (nine Phantom Dragon, Rinne Tensei etc.)

you're right I think..Madara awakened it....with Senju/Uchiha DNA...all that was missing was Uzumaki
almost as if to keep the Rinnegan Awakener at bay or with restraints like putting bijuu inside of jinchuriki or splitting them up...
or kinda like oro needed the uchiha sasuke to help get the uzumaki thing reversed cuz of what was blocking its access..
Nagato unlocked all of its jutsu.....for later use of the Rinne Tensei, makes perfect sense , since im not kishi
and now Obito can use Rinne Tensei since he took it from Nagato's corpse....
Madara cannot use it since he has the version he only awakened kinda........idk:|
