I have mixed feelings about him using fuuton as well. It will be like saying naruto can use katon (kyuubi's chakra nature).
I have never seen gaara using futon but maybe he did use it and i missed it, so i didn't comment on that.

I think Gaara could once in Shukaku Form V1.

He has a much smaller gourd so that makes him faster as well as his sand faster but since he has less sand he loses a lot of defense and possible his flight. That is my speculation from the image.

We'll I believe he would be able to enter V1 Shukaku due to as the OP states Gaara still has a portion of Shukaku's chakra. Not the mention that it's only a Sand Cloak with manipulation to make it a Miniature Shukaku.

Overall I mean I think Gaara can Enter V1 Shukaku, maybe even V2, and can perform those techniques. It's definitely debatable.

I still believe Gaara can use those abilities as River pointed out Roshi used Lava style in Base, Han and Naruto used steam related attacks as well without Bijuu transformations, so i don't see the reason Gaara can't use those attacks.
