Raikage by feats should be able to beat Mizukage.

How does the Raikage respond to Jokey Boy?
Or how does he even get past the Nidaime Mizukage's mirage genjutsu in the first place?

What we do know about Tobirama is that his S/T is comparable to not only to Minato's FTG, but to Obito's Kamui. And as I've seen you going by assumptions before, we can assume that as Tobirama is a Senju and possesses the body of the Sage of the Six Paths through his blood, he has higher chakra reserves and is "tougher" physically than Minato, allowing him to outlast his successor in an S/T battle.
