if your going to do weights, have him start low weight but a lot of reps, and have him do a lot of pushups and non weight ab routines, and plyometrics for legs, combined with a good running program

The only supplement, that I would maybe consider would be whey protein. A kid that age would screw up his kidneys with creatine, and I don't know much about cell tech, but that is a more serious one too, so I would not suggest it.
Weights shouldn't be a problem, as long as they are proportional to his own body weight.
Avoid heavy lifting, have him do lighter weights through the beginning stages of puberty

He could just do Push-Ups,Sit-Ups,Squats,Jumping jacks.Stuff like that.Maybe weights about 15 - 25 pounds.

My little brother just turned 13 years old, and he wants to start working out. I want to know is it safe for him to hit the weights? I was thinking about putting him on a strictly Body-Weight exercise only routine until he gained a few more pounds, and some muscle (he's currently like 98lbs, lol anorexic ass) then after he gained some I'd put him on a lifting weights routine.

Is it safe to give him supplements? (most likely won't do that, just making sure it's okay) he's trying to get bigger for football next year (he'll be in 8th grade).

Im 19 and have been lifting/ and exercising for years. Weight training can stunt growth, body weight stuff sounds great (pushups, pullups, body weight squat,) really if hes trying to put on weight that will come with time. When in 3-4 years you can start introducing supplements such as creatine (even tho its only water weight into ur muscles and wont really help strength). Protein is always great!! The best thing he can do for himself right now is eat right.

You can start working out anytime. Just don't over do it.

I'd say 14 is the ideal age to start lifting, (high school)

get him to eat up no supplements ... he can hit the weights make sure its 12-16 reps, no dropsets or supersetting of same muscle group you dont want to add stress on bones, but otherwise weights have been shown to promote growth, once hes in grade 9 he can start working on strength training, look at all highschool footballers they didnt get that big in one year they needed minimum 2 years
test his eating over a months period he should not be gaining much fat and around 1 pound of mass a week. he should go into his strenght training with atleast 130lbs (my opinion) he can use his body too maybe combine with weights and if he needs a heavy spot then he should reduce weight and good luck :)

13 is very young generally our body reaches it's peak stage at different ages but 13 is very young . If u let him do weight lifting then it'll surely affect his height and will also not allow the natural growth of muscles in the body as weight training focusses at certain regions. Hence i would ask him to wait for atleast 17 before seriously getting into weight training .
