Overlapping hands is basically putting one palm over the other. eg. in the picture below.

For this technique, perform the bird handseal. Then overlap your hands, this overlapping is not contact. So one hand is over the other but not touching. release the chakra in your hands, manipulating and converting it to wind. This is a stream of wind along with dust particles.
