I realized this earlier while listening to Be Prepared, and I noticed some similarities with Doffy and Scar. Now, we know that Lion King is prominent and is famous worldwide, and Oda has a knowledge on Western cultures as he references them all the time, so it ain't that farfetched to say Oda may have heard of or seen Lion King, in fact, it's pretty likely.

Some of the parallels I've noticed are:

1. Both Scar and Doffy usurp the throne because they believe it is their right, with the Donquixote family being the original kings of Dressrosa, and Scar believing he is more suited than Simba.

2. They both use panic as a means of usurping the throne, which they both caused, with Scar causing the stampede and Doffy causing King Riku and his men to attack the citizens and Dressrosa, as well as placing Riku into debt.

3. Both shift the blame on someone else who is in a place of royalty, causing them to disappear for a long time, with Doffy shifting the blame to Riku and making him have to go into disguise as Ricky, and Scar shifting the blame to Simba and causing him to leave Pride Rock.

4. Both have an army of weaker, weird-ass "creatures", with Doffy having the Donquixote family and Scar having the hyenas. Like the hyenas, the Family is weird and eccentric and some appear to not be too bright and follow loyally. Also, Doffy, like Scar, sees his subordinates as expendable. Doffy also has a character with the epithet "The Hyena" who has a scar going over his left eye, just like Scar.

5. Both operate in the shadows, with Scar figuratively and Doffy literally pulling the strings. Both are charismatic, sociopaths, and like Scar, Doffy may be a bit of a narcissist.

6. Both use their sleek ways of carrying themselves deceptively, being much stronger than they look.

7. When they both take over, their kingdoms become darker due to a secret, with Pride Rock being in a shambled state of starvation and oppression, and Dressrosa, well we know about that.

I just thought these parallels were interesting.

8. They both have awesome laughs

I think it's definitely a possibility though, you bring up many similarities that seem rather specific in a way. Doffy has certainly become a favorite of mine and Lion King is my favorite Disney movie so I'd be cool with something like this. Interesting thread.
