Drawing To Digital?

Before someone says wrong section i didnt know where to post a question so please forgive me.

On Topic: How would you make a drawing look like a digital picture? ie:

You must be registered for see links

if someone drew this how would they get it to look like this?
Please explain how if you know. Thanks!

They use programs probably like Sai and use a special drawing pad ( Forgot the name ) to draw on.
They are usually cheap enough, and easier to use than a mouse

But if you mean, how do you get a drawing out of a picture and render it, ask someone else

Yes, Exactly what Skarm said, The cheapest I've seen them go for in stores, is 80 bucks. But if you want a really nice one prolly 150-200$. Im going to get one in a few weeks actually. Best Buy is where they are at, atleast near me.
