The Totsuka Blade is a weapon that can seal any opponent it pierces in a genjutsu, as stated in the Databook
Now, many people state the Totsuka Blade is unavoidable, but that's just of course, nonsense. The only times it has been shown that someone was pierced by the blade was Orochimaru and Nagato.
As you can see, these two were only sealed because they weren't fully capable of moving at the time. Nagato had just regained his mobility and Oro was just released from Sasuke's body. Meaning anyone who has quick reflexes and speed can probably dodge this, since it is just a larger sword.
Another drawback I noticed was that Itachi has only been shown to seal those who are pierced directly by the Blade. When Itachi sliced through Oro's Hydra Snakes, they werent't sealed.
This could possibly mean the Totsuka Blade only seals things that have been directly pierced by it. So it will be much harder for Itachi to hit an opponent directly if they are extremely fast enough.
