Weild an ice dragon? O_O I'm guessing that you're talking about making an ice dragon custom, go to the customs submission thread to see what rank of customs you can create. But unless that's what you're talking about, I have no idea what you're saying.

You should be more clear: are you talking about a summoning or a normal jutsu?
Hells got dips on the summoning dragons, so you can't use it then. If you're talking about some kind of ice-jutsu that just has the form of a dragon, it depends on your rank and the lvl of jutsu you want to make. Also you need to learn the ice element.
I think you have the rank of a jounin, so you can maximum make an A lvl custom jutsu.

Your question isnt very clear. What do you mean, if you mean summoning then you cant, why because Hellsbadass said so. If you mean something else, I have no clue.
Normally now Hells Has the contract originally i came with idea year ago i think on my other account 'Sakumo Hatake' and teached him the summoning and me and him will work on the technique so expecific people may use it not everybody =/
