I wonder whos suppose to be the strongest? The Frieza look a like would be the strongest if you count RoF but the cell look a like is in front of all the others.

That guy that is Beerus toughest opponent may actually be the weakest, I just can't see him ending up stronger than the others. It wouldn't surprise me if he was only Beerus toughest opponent when Beerus was much weaker. He just has been made to look like a joke, especially with those nipples.
