My theory, kuma sent all straw hat crew to were they could possibly get strong then go discuss wit rayleigh telln em to tell luffy to train 4 2 yrs nd pass d msg to d rest of his crew mates 3d2y den meets vegapunk 4 a mission to protect strawhat crew dragon planned it kuma executed

Kuma is a mastermind i'm telling you.. He probably left the revs in order to HELP the revs. The pacifista project is probably a much bigger plot, if Vega punk is infact a rev/has rev ties like ppl have mentioned then it's possible that he's using the WG's funding in order to design and mass produce these pacifista with high level admiral abilities (Kizaru lasers) just to switch their control over to the revs for the final war... Or maybe The original Kuma is secretly connected up to the other pacifista and he can control them to provide support for the revs during their war with the WG...
