That's how he gets around without worrying about getting caught by the Marines, that's why Pandaman is always around the SH's and popping up in the background. Dragon's been keeping an eye on Luffy using his Pandaman suit but now that he's seen Luffy getting stronger he's not around as often so we don't see as many Pandaman sightings. That or he's a member of the revs Dragon sent to keep an eye on Luffy.

Sounds to me like someone does think that way, and I see him right now. Even when I'm in that sweet spot, all I think about is I want a day off from work.
