Vegeta was much smaller than Nappa or Raditz.
Frieza was smaller than the ginyu force, + zarbon and dodoria.
Final form Frieza was smaller than 2nd and 3rd form frieza, and less spiky than 1st.
Perfect cell was way smaller than imperfect or semiperfect cell.
Fat buu, while bigger than Babadi or Dabura was pink, round and squishy.
Kid buu was much smaller than super buu.
While Monaka turned out to be fake, people still believed he was going to kick ass.

but apart from those, the comparatively harmless looking thing always is, with no exceptions, just as weak as it looks.

Yeah, but Kid Buu also wasn't the strongest form of Buu though. The anime screwed that up.
