Its likely that he is simply curious about things and the WG provides him with resources to complete research on the grounds that it can be weaponized. i think he simply may be aloof to what he is doing especially cuz the WG propaganda game is strong. I dont think he is willfully evil but rather unknowingly bad. He will probably start out as a villain in some arc later but become good once things are revealed to him.
