When he fought itachi his hands havn't been sealed yet by the 3rd, so he simply could use all jutsu ,same for Anko .However, now he himself admit that he isnt in his full power state:shrug:!, Although I think he will have a power up or somethin.
BTW, he said that he's not interested in this whole war thing ,bcuz he simply has somethin more important to achieve and that would be related to what Sasugay "not any more " is going to do wherever is that will take place.So, being not awarness to what is happenning is bullshit !, he has somethin in mind n that's 4 sure, trust me!
