Doubt about Akatsuki

The Akatsuki were introduced as a criminal organization in Part-1 in a conversation between Kakashi and Jiraiya. My doubt is, didn Jiraiya know that the Ame orphans were the ones who started it? Imean, if he was following the orphans till thier supposed death( death of yahiko by Hanzo) doesn he know abt Akatsuki? he should have had knowledge about them and he should have known abt Danzo being involved(with Hanzo) and he would atleast follow their(organizaiton) actions.he would have known about Nagato if he followed.

he was following Ame orphans till they died(which is yahikos death) which means he should have known about akatsuki before itself.

even if he had known about Danzo's involvement wht can he do?
he has no authority over Danzo.
Even Tsunade cant do anything abt Danzo,so wht J-man can do.
