Tomoe rinnegan is better. look at how strong kaguya is. she is able to change the environment and cross dimensions at will. Also Sasuke has 6 tomoe not 9 and he's proven to be far stronger than pain/nagato who had double rinnegan. Also people can't compare madara with sasuke in regards to ocular jutsu because madara is a juubi jin, while sasuke only has 50% of sosp powers.
