I heard Jiraiya was talking about Kurama's chakra. Though I agree, "that technique" could be something Jiraiya taught Naruto, some fuuinjutsu or stuff.

Also if I remember right, when Team 7 teamed up against the Juubi and summoned their summons and stuff, Gamakichi said something to Naruto about "preparing a seal" or "doing a seal". (chp.634.p-8) Not sure if it has anything to do with this, but yeah.

Lol No. He did the Tori Seal Jutsu or whatever it is called, just like Hashirama.

Naruto has been able to use kyuubi chakra throughout his whole life. Why would he tell him at that specific time not to use it. He could've told him many times but it was only that time.

Not intentionally though. Throughout part 1 it just came out. During the timeskip Naruto learned how to draw it out up to 3 tails while still remaining in control.
