You don't need Sage Mode, you either have enough skill or output a big amount of chakra and hope Bunta shows up.

I think you meant how did he summon Gamabunta/ Chief Toad when Obito unleashed Kurama, but yeah as people have typed you don't need sage mode in order to summon any of the animals, so unlikely that Minato has Sage Mode just because he can summon.
