When Hashi said itachi was a better shinobi than him. he was only admireing how Itachi sacrificed everything for his village. Hashi was just stating that he was a greater person than him for what he did and his sacrifices. but this has nothing To do with Power or fighting ability. DONT MISINTERPRET THE MANGA

Itachi was a great shinobi and Hashirama was praising him since Itachi sacrificed his life just for safety of the village and for his brother.......

But that doesn't mean Itachi was stronger than Hashirama ..... I would say Itachi was not even close to Madara let alone Hashirama
