Kishi is a guy. Most of the female characters wear tight clothing. BECAUSE, they are ninja, and tighter clothing allows more access. And then you have kishi, who is a guy, will try to draw his characters to be attractive. Is that a problem? Jiraya is in my eyes, based on master roshi, from dbz. Harem justsu, was invented, to serve as a "killer move" for naruto vs older people. It is there because kishi wanted to portray naruto as a prankster, etc. But either way it doesnt matter.

I'm not sure what the issue is. I wouldn't say Anko, Mei, and Tsunade's looks makes Kishi perverted.There are far worse animes as far as how the females are dressed and the overt sexual content. Jiraiya is like that crazy uncle most people have that likes to look at the ladies. It's more comic relief than perversion, imo.

Even I as a woman find it entertaining to see these beautifully designed characters. Pretty girls and handsome guys are one reason to watch it. It's pure eye candy to see these people act and move around. No problem with that. Some things go overboard though. I prefer subtle beauty in characters, not the overdramatised half-naked giant boob girl. Naruto isn't too bad with it.

If you think Kishimoto-sensei is a perv, then what do you consider the mangaka of High school of the dead? In just one or two volumes almost all the girls that are in the main characters section lose their clothes and fight against zombies and barely an apron and underwear while the boys are still fully clothed. Plus those characters practically all have a very slim waist, long legs, big breasts, etc.

At least Kishimoto-sensei gives them more normal figures. And they don't lose their clothes when they are fighting. In my opinion the pervy level isn't that high in the manga. And Jiraiya's peeking was more for comical effect, just like Naruto's harem no jutsu was.
Also beauty is something people appreciate, even in manga. That's why he made characters like Mei and even then she still has a more normal figure than those of HOTD.

All in all, in comparison to some other popular manga, I think the pervy level in this manga is not that high.
