I don't know anything about India, but it just seems like she's trying to be complicated for no reason. She didn't have a problem with others referring to her as "dear" but the minister of Bihar isn't allowed to say it? Sounds to me like she just has a problem with him specifically.

And no, I don't consider it to be offensive, because I use it all the time towards other women, but it's usually brought up in a form of greeting like "Hi dear" or "Hello dear, how are you" type of thing.

If Chouhari wanted to ask her about an official matter and he could have either called or written an official letter. His tweet was both condescending and sarcastic which is lost on many. He knows the language and how he was using it.

He is being sarcastic and insincere. Bihar government as a whole including their CM has been acting rudely constantly and looking for a confrontation. It was just another small firework part of regular flame war between the two sides.
