Looks: Doflamingo is a large, blond-haired man who generally dresses in flamboyant clothes. In reference to his animal theme, the flamingo, his clothes are brightly colored with his feathered coat being distinctively pink. He also has an odd way of walking, a bow-legged waddle (but he does not always walk like this), which is also a reference to his animal theme, a flamingo.
He has a white shirt with red stripes, a green belt, and orange pants with white stripes. He also wears black dress shoes that are somewhat pointed. Originally Doflamingo had a red shirt with black stripes, a purple belt, and black pants with red stripes. However, later on, his color scheme was switched to its manga depiction with the exception of his glasses. In the manga, he has orange-tinted glasses while in the anime, he has purple-tinted ones. He is also often, if not always, smiling.
Personality: Doflamingo is a very laid back person who has little care about anyone else. His actions are almost always for personal gain and his loyalties can switch in a heartbeat. If an ally's decisions go against what he wants he has no problem stabbing them in the back. He is also comically extravagant wearing brightly colored clothing, sunglasses and a bright pink feathered jacket. His eccentric appearance is supported by an equally eccentric personality where he often exaggerates poses and has a unique laugh. He also has a sadistic side to his personality and can be seen smiling and laughing while causing physical harm to others. Doflamingo's view of justice is very simple, its an ever changing principle that is decided by those strong enough to hold power. When one power is replaced by another, the former's idea of justice is also replaced with the conqueror.

Background Info.
History: Doflamingo was born in Sunagakure and quickly became infatuated with puppetry. He was first introduced to the art when he witnessed Chiyo using her 10 Puppet Collection to fend off a moderate force of attackers with little effort. He admired the strength the puppets granted her and wanted to one day acquire that level of power for himself. He joined Sunagakure's puppet brigade and developed his own personal puppet and style. However unlike Chiyo, Doflamingo never conformed to the idea of using his power to support the village. Instead he had selfish goals and simply did whatever he thought would be fun or interesting. He also didn't shy away from killing other members of the village who he deemed to be weak. He even went as far as to letting dangerous enemies escape with hopes that future encounters with them would be satisfying.
The height of Doflamingo's intrigue was reached during the brief invasion of Konoha by the hidden sand. In reality he didn't care which side came out victorious as long as interesting things were happening. After the invasion failed and things stabilized the stagnant situation bored Doflamingo. Fearing a lack of excitement would drive him to an early grave, Doflamingo decided to depart the village and become a missing ninja. In the very least he figured there would always be someone chasing after him. After leaving the village he began accumulating followers who quickly became known as the Bellamy gang. This gang went around doing nothing more than causing trouble. They looted and pillaged many towns across the ninja world.
After a while his reputation as a criminal and powerful ninja spread. Soon after he was tracked down by a man who referred to himself as the legendary Uchiha Madara and recruited into the organization known as Akatsuki. However he never became one of the central members and rather stayed as an affiliate to the group. The rapidly advancing conflict excited Doflamingo and he figured that by helping the Akatsuki he could speed up those events and bring about a new age. When war came, Doflamingo joined the front lines where he is currently battling the joint shinobi forces. As during the invasion of Konoha, Doflamingo truly has no interest in who wins the war, as long as he's able to have some fun in the battles.
Other
Flamingo: Doflamingo's first and most personal puppet was created by him when he was young. Its a six foot tall wooden puppet in the general design of a flamingo. The chest cavity of the puppet contains an enclosed rotating wheel filled with chambers for the basic puppet weapons including senbon, smoke bombs, poison bombs, etc. This mechanism empties into the neck of the puppet which straightens out into a barrel-like shape where the weapons are fired through making them very accurate. The neck also has four long sections that run the length of the neck which can open up to create the basic puppet chakra shield technique. Like Doflamingo, the puppet wears an open pink feathered jacket.

Gear: Doflamingo carries a wide variety of items he uses during battle. He has several pouches along his waist which hold the typical ninja weapons such as kunai, shuriken, explosive tags, etc. Another pouch holds specialized marshmallows which he uses for his marshmallow custom element. Along the inside of his pink feather jacket are numerous scrolls which are used to summon any puppets he may use during the battles and others which are used for general fuuinjutsu techniques. His last set of tools are several rolls of metal wire that he keeps around his wrists/forearms like wrist bands.
