First off, Sabo has been holding them off for the entirety of the chapter. That means all while the Tontattas were speaking, all while the contestants out for Doffy have been progressing, all while Luffy has been mowing down fodder, all while Baby 5, Derringer, and the others have been looking on, all while Zoro and Pica have been facing off, Sabo has kept them from progressing. The fight has started, it may not have gotten serious, but the fact that two VAs and an Admiral have been held back that long shows Sabo has mettle. It's just a cliffhanger page, and if Sabo was swapped out with Bartolomeo who did the same I wonder if everybody would also call this a 'feat' and start making threads of him being admiral level. Or if they would say, next week Fujitora will kick his ass...
Pica stopped held back Zoro for a couple of chapters, does that mean Pica is stronger than Zoro ? No, because that's not how that works.

The situation with Zoro and Pica are completely different because for one, Sabo is outnumbered and Pica had a huge advantage due to terrain.

2) Dellinger commented that they slipped past the navy, and he wonders where the main branch with Fujitora was with Bastille.
2b) You can see in the final panel that the fodder navy is laying on the ground and Fujitora and Bastille basically just arriving and having a casual conversation about motive. That's nothing something you do in the heat of battle.
3) So why does the Zoro example doesn't count, only because Pica has an advantage which is part of his power ? We all know that Zoro is stronger and that he should be capable of beating him. Yet he is stopped in his tracks. It's the same that we all know that Fujitora and his men are stronger than Sabo, yet they are stopped in their tracks.
and 4) AGAIN ! We don't even know if Fujitora wants to fight Sabo, he might say oh well, im also trapped under this cage and Doffy hasn't been nice to me and his citizens. This war that is going on might be good and as long as pirates are smashing each others skulls in I don't have to do much. The revolutionary army isn't exactly an enemy of the navy every time.

The talk indicates that Fujitora just arrives on the scene and Sabo just standing there with the intention of holding them back.
