I think WB was a deterrent to anyone seeking OP almost like a gatekeeper maybe, everyone knew if they looked for it seriously they would eventually cross WB and not a lot seemed to want that. Shanks never seemed interested(he and Buggy should know where Roger left OP or at least where Raftle is and how to get there)

Well if WB is the gatekeeper then why yonko didn't took action two year ago. Acc. to law everyone is waiting for something what that might be.
