Why wouldn't he because he obviously knows izanagi and IF tobi is an uchiha then i doubt that he wouldn't already know how to use it besides let's say our masked friend is an uchiha and being the cocky lil bastard he is eg when he says things like this changes nothing as if he's trying to say he's unstoppable it wouldn't be suprising if he does know how to use it.
We know how determined he is to get his hands on the 8 and 9 tails so he can revive jubi and activate the eye of the moon technique but right now with the bijuus now trusting naruto and giving him a portion of their power the eye of the moon technique seems to have gone down the toilet, even tobi who claims he has nothing to fear not with his occular powers and the tailed beasts feels that something about naruto has changed and that feeling may be what's causing him to sweat even though he dismisses it and says its the rain.
I feel that tobi will find out what has been happening right infront of his eyes then he'll realise that he must act quick because if there's anymore tricks up naruto's sleeve tobi might as well wave a white flag, get on his knees and kiss naruto's feet while apologising for his actions leading up to the war but as i said tobi's a cocky lil bastard and wouldn't admit defeat to a 16 year old genin so tobi will reveal his own lil trick which is ......................IZANAMI!!!!!!! which he will use to somehow get his hands on the remaining components he needs for his ultimate goal and by the time the ninja alliance arrives tobi would have revived the jubi.
If you think about it if izanami works how i think it works then all tobi would need to do is once he's activated the jutsu think to himself "I need the 8 and 9 tails in order to revive jubi" then all of the sudden it will become reality and naruto who somehow still has kurama, killerbee who still has gyuuki and everyone else will wonder how could it be possible then tobi will say something like " Did you seriously think i wouldn't have a backup plan incase my attempts at capturing naruto and killerbee failed! afterall i've been around for a very long time and when you 've been around for a long time you have plenty of time to think, plenty of time to plan, plenty of time to kill, ha ha ha you see what i did there oh yes and all the atrosities that has happened in your villages, the wars, the bloodshed, villages being suspicious of each other and naruto.........YES the ninetails attack on the village which led to your father turning you into a jinchuriki to save the village and in the process both your parents sacrificing their lives leaving you orphaned growing up without parents, being hated by most of the villagers cause you're host to the beast that ruined their lives all that and more was all down to ME! and with that revealation the ninja alliance are all shocked at what they heard and naruto thinking about sasuke leaving the village, becoming a criminal, killing his own brother, attacking the kage summit, sasuke going even deeper into the darkness, what the 4th said about tobi, jiraiyas death, nagato being manipulated by tobi and the current war stares over at tobi with rage in his eyes thumps the ground and yells YOU BASTARD! to which tobi replies by telling naruto that he enjoyed watching his plan come into fruition and all what happened leading to the war was all worth it and that the world will be his to which naruto replies by saying NEVER!, shikamaru mocks tobi by saying that tobi may have be around for a long time, planning for the future and planning wars but that's nothing compared to the countless amount of strategies and backup plans he(shikamaru) can come up with in minutes.

Tobi in shock remembers when he confronted konan and was told by her that she believes in naruto and will be the support that holds up his bridge to peace and when he found the location of nagatos body only to find that he had died with a smile on his face meaning that he believed in naruto and died with a smile on his face which tobi saw as a betrayal angered by the way things have turned out looks over at naruto and screams at naruto WHAT ARE YOU!! to which naruto replies by saying something like "I'm a proud shinobi who finally feels like he has a purpose, i'm here to defeat you, i am the one whos name you should fear just like the name madara i'm usually pure of heart always cheerful always happy but now as i stand before you i am filled with rage, i am the host to the beast that you used against the leaf, Thanks to the heroic efforts of my parents i have that beast inside me now but unlike you i plan on using its power for protecting the people i love, the entire ninja world from the likes of you oh and before i forget, this beast which you and madara treated as a pet has a name and its name is KURAMA! and it is no longer the beast that nearly destroyed the leaf but one of my teammates from the leaf village and last but not least i am the one who will defeat you i am the one who everyone believes in, everyone believes that i can do this that i can defeat you ,bring peace and save a very dear friend of mine and i'm not letting any of them down besides i have a goal of my own that i want to achieve, i plan on becoming hokage and until that happens i don't care what you do or say until i become hokage there's no way i'm gonna die you got that!
