Zabuza and Haku arc, way back at the start of the manga. Gato was the guy who hired Zabuza to stop the bridge from being built to the mainland so that Gato could capitalize on shipping and such. Big greedy mob boss style guy.

Well... it shouldn't. as a "peaceful" world has no need for ninja, thus no need for Kage... but since its only a false peace(no wars between major villages or uber villans atm) they keep them around
