they are unique items, so I don't think they just come with susano, but it looks like you need susano to be able to wield them. this last part is not completly clear.
as about how he got them.
I don't think he found them, since they are spiritual weapons I'm guessing you need to attain some sort of spiritual state of enlightenment or calm to be able to earn them. a bit like sharingan, it also only activates for the first time under certain conditions.
I also think they stick with the person that attained them until someone more worthy is revealed or if the wielder decides to pas them down to someone else. Like I think itachi will do with sasuke in the end if the later decides to quit walking the dark side
