does the sharingan see movements slowly?

if the sharingan sees movements slowly...then does that mean that it can see the next attack? is that why they can stop the attack or dodge it?

no the sharingan predicts movements so the user can react quicker to those attacks

It predicts movements based on their current trajectory. Whether or not it is blockable or dodgable is dependant on the speed of the user.

Also, it cannot predict unpredictables (sudden use of S/T techs and the like)

It's predicts the muscle tension of your opponents which allows them to see what or when there going to attack next

Makes opponent seem slower, gives possible routes for his attack, you name it.

it doesnt slow down time it allows them to predict movement
