does the rinnegan boast speed?

Body Chakra boosts speed. Eyes can't boost speed unless they have absorbed the Juubi or have Rikudo Chakra. I never saw Nagato boosting his speed with his fight with Jiraiya or Naruto.

Quantity of chakra has nothing to do with speed.

This,however Sasuke got the biggest boost as he gained the one eyed rinnegan(therefore a complete set) and half of the rikudou sennins chakra evidenced by his speed increase from being dodged by madara to slicing shinju madara
