Does the juubi have a conscience

Can anyone help me answer this question. 'does the bijuu have a conscience?' this is because the tailed beasts I've seen so far can talk like humans so why not the ten tails?
Also is the ten tails now one individual tailed beast or still a mixture of the other tailed beasts

Yes it does Obito commented on it once saying something like "We can only give it a little conscience or it'll go beserk" something like that
