It depends on how many more people are left with CS. It also depends on if he sealed his chakra into EVERY curse seal, which IMO is unlikely. He most likely only sealed it into the most powerful curse seals like the heaven seal he gave to both Sasuke and Anko and the curse seal of earth which he gave to Kimimaro.

He's pretty much the Voldemort of Naruto.

Juugo's curse's stuff is his own, Anko lost hers, sasuke lost his, sound 5 are dead...they were the only ones with curse marks who were mentioned - if he comes back through another then it's an unnamed person with curse mark...
