Sage mode is nature energy so yes anyone who is tought how to use it can use it. You have to be tought by the sage animal not a normal animal summon.

Yupp kabuto uses the power of nature like naruto when he enters sage mode frog style. Instead kabuto enters in a dragon sage mode. Something even orochimaru could accomplish also juuggo uses nature and he is also a sage aswell
