Does Sasuke's Rinnegan have near-360 degree vision ?

Does he have it similar to Byakugan ? If not, how does he genjutsu+ CT all tailed beasts at once ? The way I understood, Sasuke needs his eye to "mark" the target of the jutsu, like Amaterasu.. :|

That's just Kishimoto's drawing. He drew Madara's RinneSharingan many timeswith six tomoe, even when you could clearly see the third circle. He even contemplated giving Sasuke nine tomoe in his first appearance, which I would have liked better style-wise.
