Sharingan is a bloodline limit like the byakugan...Hinata has the byakugan like the rest of her clan so technically uchiha girls can have the Sharingan as well. It's just that Itachi and Tobi killed everybody off...so unless we see a flashback of Itachi killing his lover (Tobi said Itachi killed his lover) with her sharingan activated, there's no way to confirm it.
