Kind of comes with the Rinnegan so yeah, but he doesn't need them really. Animal path is overkill, Human path is overkill, Preta path shin wasn't even using any absorbable jutsu I mean unless sasuke wanted to suck him dry in that case, that's overboard. Deva path is just why, asura is the same as deva, just why? And naraka path is useful for interrogation purposes but it's pretty extreme form of interrogation. Sasuke had other techs as well he doesn't need to spam rinnegan techs.
sasuke used preta path without anyone teaching him. even techs such as CT, solo glance were done without being taught.
Sasuke is prodigy, needs no one to teach him rinne techs
since no living ninja understands rinnegan more than him(in fact, only him who possesses rinnegan anyway)

Yes he does.
He used Preta Path, Outer Path and Deva Path on the first day he got the Rinnegan so after 15 years I'm pretty sure he has all the Paths mastered.

Rinnegan absorbs chakra through the Pretra Path, one of the Six Paths Jutsu bestowed upon users of the Rinnegan.
In fact, the Manga states that while the people who has transplanted Rinnegan's are given immense power, that the original owner gains far more powers and abilities.
The Outer Path is not the Gedo Mazou. The Outer Path grants the Jutsu, Outer Path — Samsara of Heavenly Life Technique that revives the dead through the use of the King of Hell. However, this technique may only be available to users who are truly alive themselves, as Madara in his reincarnated state required another living Rinnegan wielder to revive him, and only an authentic Rinnegan may summon the Demonic Statue of the Outer Path.
The Outer Path allows the user to bind and potentially control the movements of those who touch the user's chakra receivers. By implanting the receivers into corpses or reincarnated individuals, the user can control up to six bodies. These bodies, as well as the King of Hell and the creatures summoned through the Animal Path, all have the Rinnegan reflected in their eyes and share visual information with the user through the Outer Path. The user can also manifest the chakra chains of the Demonic Statue to restrict anyone who touches the receivers with an even greater binding power
The Deva Path has three abilities. Banshou Tenin, Shinra Tensei, and Chibaku Tensei. Sasuke showed use of Chibaku Tensei, which is a Deva ability, and used Petra Path, which is the Rinnegan's absorption power.
The Rinnegan grants all its users the Six Paths powers, whether or not they use them is entirely up to Kishi.
