Sasuke and Jugo can work with a 3rd member of any other team. Gui team right now is short one member and needs a replacement. So don't be surprise if after the war teams are re aline to balance them. Not every team member should be an offensive Juggernaut. It's all about balance.

Sakura balances out Team 7 with her healing and support. Just like Tsunade did for Team Hiruzen.
