Does Rinnegans Power Vary with the User?

I've been wondering about this a lot. Does the Rinnegans Power change with the user? For example:
Nagato was able to use Almight Push and Universal Pull while we've never seen Obito or Madara use it. While Madara was able to use Limbo and Nagato didnt as well as Obito. Obito actually never used any of the Rinnegans Power other than the Six Paths of Pain. The only jutsu I've seen all three of them use was Summoning: Gedo Mazo. Also Madara and Nagato using Chibaku Tensei.

So does that mean there are only certain powers of the rinnegan only a certain use can use?

Nagato is Uzumaki so I think they get different abilities, since the Uzumaki have weird chakra and a lot of life force

plot restriction for obito. he could have if he wanted. preta may have been used to absorb sage senjutsu from madara.

they arent the original owners so they cant use limbo.

LOL what? Negato's rinnegan was basically madara's he just had more practice with it, obito's rinnegan was madara's as well, madara's rinnegan is well madara's. Sasuke's rinnegan is his it probably does vary from user to user like how mamgekyou does it'll be bs though if an EMR exists emr meaning eternal mamgekyou rinnegan sasuke takes madara's eyes. That or saauke gets another sharinnegan in his other eye to use the full ability of it. sasuke's rinnegan though may just be the evolution if the standard rinnegan. It'd be good to just have the sharinnegan in both eyes than a sharinnegan on his forehead how will sasuke do that?
only possible way is power up from hamura to get second sharinnegan then he steals power from kaguya to awaken a sharinnegan in his forehead that or the two sharinnegan awakens a third instantly that'd actually look cool but I don't see it happening but it'd be cool for sasuke as a final villian. 3 sharinnegans, and juubi Jin should make him and Naruto roughly equal though sasuke would have the advantage so just 3 eyed sasuke sharinnegan should equal naruto

Not really.

Nagato was only able to use the 7 paths, most likely because he only knew about them, like he didn't even know about the Gedo Mazou until he was in despair.

Obito only had 1 eye, because he could only afford to use 1 eye.
I'm guessing it's like MS where you don't have both eyes that your arsenal is limited.
Obito could summon Gedo Mazou regardless of Rinnegan anyways, but he did say he could use Human Path and he could also use Outer Path.

The Rinnegan were Madara's original eyes so naturally he would be most proficient at it.
I'm thinking that he can use all 7 paths because he has both his eyes and he showed he could use Preta Path.
Limbo is probably unique to him or it's just that only he had knowledge about it/knew how to use it.


Not to mention, none of these people while using the Rinnegan were as strong or as smart as Madara.

nagato had those rods in him. is that why he coukd use the techs well? if obito had them he could do it too?
