Does Rinnegan = Infinite Izanigi?

So we all know that to do Izanigi, the sharingan user must give up his eye in order to do it.

All i wanted to know, if someone had rinnegan, can they use infinite izanigi?

2. If you're asking this due to Rikudou Sennin, understand this: The Sage uses Creation of All Things, we don't know if he used Izanagi EVER.

It was only said that the Rikudo Sennin has used the yin power to create things and the yang power to give them life, no more. Uchiha and Senju genes are needed for the first. That Rinnegan let you use it always is just theory. But it can may be that a Rinnegan is also needed to use Izanagi without the eye get closed.

Edit: And let's not forget Rikudo Sennin didn't use Izanagi, he created Izanagi later as a symbol of his power.
