Does oro still technically own the kages?

Aside from hashi, oro can still control the kages right? I mean after the war the kages pretty much go back into his pocket I'm guessing

Actually no oro restrained his movment and blovked him 100% the only one who could break free was oro

He can restrain all them but hashi .

Yeah he should still be able to control everyone apart from Hashi. But Hashi + Naruto + Sasuke can easily defeat the other hokage and Oro if he tries to attack anyone.

Hiruzen can break with his neutralizer jutsu (I suppose )
Tobirama can cuz he invented ( he couldn't do that cuz he had no time , but he now he has a lot of time to do that )

No Scrafty, no. Orochimaru controls all of them bar Hashirama, and even that is debateable due to his current state.

No he doesn't!

Tobirama assumed he was free to do as he wished in the room with the kages. He got cocky and was just going to leave to go fight Madara. Orochimaru froze his movements there 100% however if Orochimaru wasn't actively paying attention or, like in the current situation, was physically unable to restrain Tobirama then he could take control of himself. He can most likely teach Hiruzen and Minato how to do so as well. Hashirama can flex a little and pop a blood vessel in Orochimaru's eye.
